		<description>Thank you for this piece.  As you rightly say, Backyard Dwellers live in shocking conditions and appear to be marginalised by local government.  One of the issues that is a great concern to me is that hundreds of thousands of people are not able to access basic services such as water and sanitation directly and have to rely on their neighbours.  This is because the City assumes that they access these services from the main dwelling. I serve on the Cape Town City Council (as a councillor for the ID) and have recently submitted a motion calling for the City to formulate and implement a new policy for backyard dwellers which will see them get basic services.  Obviously the objective is to provide adequate and dignified housing for our citizens but given the backlog of housing delivery I think that we should in the meantime provide services. </description>

		<description>very good piece, louise.... i didn&#039;t know anything about the backyarders, but you explained the predicament and prospects for the future very clearly... appreciate that.... sounds like they are getting organised too, which is good... you should read a book called &quot;planet of the slums&quot; by mike davis, it&#039;s a really good tour through the world of slums the world over, where a majority of the worlds population now live.... </description>
