I have embraced the vision of John F. Kennedy and Ronald Reagan through a strategy that reverses the spread of these weapons, and seeks a world without them. To reduce our stockpiles and launchers, while ensuring our deterrent, the United States and Russia are completing negotiations on the farthest-reaching arms control treaty in nearly two decades.
With these words in his State of the Union Address, Obama last night made clear what the missile shield in Eastern Europe is really about. While the Bush administration claimed that the missile shield was about dealing with a threat from Iran, Obama has made it clear that it is about a threat from Russia, or at least a perceived threat. Having scrapped the plan for a missile shield in Eastern Europe last September, it is now back on the table with missiles set to be deployed in Poland as early as March or April of this year. The missiles will be within 35 miles of the Russian enclave of Kaliningrad, which makes clear that this is geographically about dealing with a perceived Russian threat to Eastern Europe, rather than an Iranian threat to the West. This is not about Iran, this is about Russia, and the Cold War lives on.
Obama draws on the Cold War legacy of two of his predecessors who had an impact on arms control, but also developed missile defence programmes. While we should not forget the progress made by Kennedy in the wake of the Cuban Missile Crisis after 1962 on arms control, or the agreements made by Reagan in the 1980s on arms control, we must remember that both of these men also implemented missile defence programmes to deal with a perceived threat from the Soviet Union.
The Kennedy administration had installed Jupiter missiles in Turkey as a deterrent to the Soviets, although they were forced to remove them following the Cuban Missile Crisis. Reagan famously developed Star Wars, and even if it foundered, that baton has been picked up in the more recent plans for a missile shield in Europe. Obama is developing the plans of the Kennedy and Reagan eras, and although he is trying to dress it up as following on from the discussions that were had with the Soviet Union during the Cold War, the deterrent aspect of his predecessors policies is also present. Obama is playing this down, understandably, but we would be naive to buy into the notion that his arms initiatives are purely about control through treaties, and that there is no nuclear deterrent being deployed. So too, we should not be fooled into thinking this is about Iran or North Korea.

Very fine article, however readers who see this comment should definitely read the very informative, thorough articles by Rick Rozoff, who hosts the Stop NATO Yahoo group, as well as having it at his website, rickrozoff.wordpress.com; and many (enough) articles available at http://www.globalresearch.ca, which provides a link in the homepage for the website's Authors' index through which it's very easy to get to Rick Rozoff's index there. He specialises on U.S. and NATO militarism, expansion, globally, evidently leaving no instances unmentioned, and all instances are considerably described.
F. William Engdahl, who's written and been interviewed about the [full spectrum dominance], militarily and globally, while the military aspect includes the U.S. DoD's or Pentagon's Vision 2020 plan, which is to add global U.S. military dominance through space, like with Star Wars, provides additionally important information. His focus is not especially detailed on U.S. and NATO military expansionism, but it is part of the underlying military basing or infrastructure, say, involved in what he describes. And he clearly states that what the war on Afghanistan is really about is more U.S. and NATO military basing near Russia, as well as China, which are the two countries with the greatest abilities to challenge the achievement of global U.S. dominance. He has an author index at GlobalResearch.ca as well as articles at some other websites, including his own, http://www.engdahl.oilgeopolitics.net .
There is at least one very good interview with him and TheRealNews(.com) posted at Youtube and I believe the title of the Youtube page contains the words of "full spectrum". Pepe Escobar also did at least one very good interview on this topic with TheRealNews, this video or pair of video clips also being posted at Youtube.
Combined, these three people provide very thorough analysis and reporting on the ever-expanding U.S. and NATO militarism and the real reasons for this imperialist war path. And other people have also well written on this, including Professor Peter Dale Scott, who also has an author index at GlobalResearch.ca.
Re. Star Wars; it's not over. It's only existing under different names today. People who wish to learn about this can use Google to search, using "site:globalresearch.ca" for articles at this website, and otherwise do a general Web search on the topic of "Vision 2020", while another and importantly related topic is HAARP, which means High Frequency Active Auroral Research Program and which is not really about the Auroral Borealis and has military, warfare capabilities of WMD order. For the latter, Nick Begich has produced one or more important documentary-length videos posted at Google Videos, and Jesse Ventura's "Conspiracy Theory" team of TrutTv.com released a good and recent investigative documentary in Dec. 2009 on HAARP; viewable at Youtube in multiple clips. I recommend using the Google Video search page for these videos and the results are immediate when using the search words or terms I employed in this paragraph. HAARP is ground-baed, but can be indirectly used as a space weapon and is located in Alaska.
These are both very important topics.
Nick Begich is the son of former and deceased U.S. Senator and Congressman Nick Begich (Sr), who evidently was another important person killed in an airplane accident that apparently might not have been accidental. Nick Begich (Jr) has been extensively researching HAARP for well over a decade, maybe two, now. Some of the videos with him were produced by him and these are of academic lecture quality, excellent, while other videos with him are for interviews and include interviews with the inventor of HAARP as well as some scientific and/or technological experts, who can authoritatively speak about the evident fact that electro-magnetic wave technology of the order of HAARP, one billion watts, if not more today, can be used in real WMD ways all while the government and/or military applying this as a weapon wouldn't be noticed, for it can be applied without any presence of ground or air forces people can witness; it's WMD-capable in invisible ways. It's ground-based, but also space-war related.
It is real. Actually, both are real, HAARP and Vision 2020.
